Haven't applied for license - where to take Step 3?

Does anyone know which states permit people to take Step 3 without having applied for a license? I've heard a rumour that Connecticut allows this...

I do not think you have to apply for license to be eligible for Step 3. You just have to select a state that you *will* apply for license as long as this is one of the states that allows an IMG to apply for license without having completed residency.
